In short, the description of systems under Activity 1.14 is a subset of those described under Activity 1.13. Both activities refer to the production of heat/cool for use in district heating and cooling systems while Activity 1.14 is a more specific description, and only refers to heat/cool produced from waste heat (waste heat recovery).
