The BEBR publishes Energy Use Intensity (EUI) which can be used as proxy for Energy Consumption, it publishes the maximum EUI for Top 10% and Top Quartile (25%). Users can refer to the link on the BCA website at https://www1.bca.gov.sg/docs/default-source/docs-corp-buildsg/sustainability/bca-building-energy-benchmarking-report-2023.pdf.

Linear interpolation between these two benchmarks (10% and 25%) can be used to get the maximum EUI corresponding to the top 15% national stock.
